SFH on Steering Committee on Review of Hospital Authority
Following is the transcript of remarks made by the Secretary for Food and
Health, Dr Ko Wing-man, after attending a public function today (July 20):
Secretary for Food and Health: The Steering Committee on Review of Hospital
Authority (HA) has just completed its consultation work. We held the third
public consultation forum yesterday. In the past few months, we have
conducted extensive consultation work by meeting with stakeholders including
professional organisations, and patients' groups, as well as paying visits
to all the seven hospital clusters under the HA. In addition, we have
conducted four rounds of focus group discussion and three public fora. In
the coming few months, the steering committee will summarise and examine all
opinions received during the consultation period. We hope to come up with
our conclusions and recommendations to the HA by the end of this year or
early next year. Feedbacks received during the consultation period are in
two major areas. Firstly is the resources allocation mechanism between the
HA headquarters and the seven hospital clusters. There were opinions
maintaining that the HA in future should allocate resources according to the
population size of the respective clusters. The second area is in human
resources management. This is about the efficiency of the HA to allocate or
mobilise resources among hospital clusters to meet the extraordinary service
demand, as well as to maintain the consistency of the human resources
policies.
