The Reference Frameworks were promulgated by the Primary Healthcare Commission (PHC Commission) under the Health Bureau to provide common reference to primary health care professionals to facilitate the provision of continuing, comprehensive and evidence-based care in the community. They also help family doctors disseminate health promotion messages to the public, as well as empower patients and carers in management of health.
