Steering Committee on Review of Hospital Authority holds fourth meeting
The Steering Committee on Review of Hospital Authority (HA) held its fourth
meeting today (April 17). Members reviewed the public engagement plan of the
committee and discussed the subjects of resource management and staff
management of the HA.
Since January this year, the committee has been organising meetings and
forums and conducting visits to HA clusters to understand views from
relevant stakeholders, including health-care professionals, patients and HA
staff, on the Review of the HA. The Government has also appointed an
independent consultant to organise public forums and focus group discussions
in the coming months to further solicit views from the public and other
stakeholders.
On resource management, Members noted that there were pros and cons of both
the HA's existing resource management approach and the population-based
funding model. Having considered views from stakeholders, Members further
discussed the challenges and directions in developing the resource
management system of the HA.
The committee also studied the HA's staff management system and agreed that
there was a need to strike an appropriate balance between the HA Head Office
and clusters on the division of labour on staff management issues.
The committee will continue with its public engagement plan. Having regard
to the views received, it will look into each subject area further in more
detail, so as to formulate recommendations for enhancing the effective
operation of the HA.
