Steering Committee on Review of Hospital Authority holds meeting
The Steering Committee on Review of Hospital Authority (HA) held its second
meeting today (December 6). Members were briefed on the background, history
and evolvement of the cluster arrangement and the resources management
system within the HA.
Members agreed that the cluster arrangement has its pros and cons, and on
balance the arrangement is still considered an effective model for delivery
of public healthcare services in Hong Kong. Given the geography and scale of
operation in a cluster, the total number of seven clusters was also thought
to be appropriate.
The committee agreed in principle that there is a need to adjust the
coverage of certain clusters in the light of developments in Hong Kong, and
following development and changes arising from technology advancement and
service development the HA should enhance central co-ordination in respect
of provision of specialised services.
On resources management, members discussed the existing model vis-a-vis the
population based model. The Committee agreed to study the subject further.
As the cluster arrangement, resource management and human resource
management are interrelated, it is the plan of the Committee to examine
these subjects in tandem at future meetings.
