New Chairperson of Council on Human Reproductive Technology appointed

The Government announced today (March 26) the appointment of Mr Gregory Leung Wing-lup as the chairperson of the Council on Human Reproductive Technology (CHRT) for two years with effect from April 11, 2010.

Commenting on the appointment, the Secretary for Food and Health, Dr York Chow, said: "Mr Leung has extensive experience in public services with proven leadership skills. He supervised the drafting and introduction into the Legislative Council of the Human Reproductive Technology Bill in 1999 when he served as the Deputy Secretary for Health and Welfare from April 1997 to April 2001.

"With his rich knowledge about the Human Reproductive Technology Ordinance and its policy context, I am fully confident that Mr Leung will be able to lead the CHRT to perform its statutory functions."

Dr Chow also thanked the outgoing chairperson, Dr Leong Che-hung.

"I would like to express my sincere gratitude for Dr Leong's indispensable contribution to the regulation of the human reproductive technology activities in Hong Kong ever since 1987 when he chaired the then Committee on Scientifically Assisted Human Reproduction. He assumed membership of the Provisional Council on Reproductive Technology in 1995, and has provided nine years of excellent leadership to the CHRT as its founding chairperson since its establishment in 2001.

"Dr Leong has led the CHRT in the drafting of the regulations under the ordinance, the preparation of the Code of Practice on Reproductive Technology and Embryo Research, and the design and implementation of the licensing system for human reproductive technology activities. His unfailing effort has laid a solid foundation for the future work of the CHRT."
