Appointments to the Advisory Council on Food and Environmental Hygiene
The Government today (March 30) announced the re-appointment of Professor Yuen
Kwok-yung, the chair and head of the Department of Microbiology of the
University of Hong Kong, as the chairman of the Advisory Council on Food and
Environmental Hygiene.
The Government also announces the appointment of six new members and the
re-appointment of nine incumbent members to the council. They will serve a term
of two years from April 1, 2007 to March 31, 2009. The appointments were made by
the Chief Executive.
The new members are: Professor John Ho Wing-shing; Mr Ronald Lau Yiu-fai; Dr
Veronica Leong; Mrs Elizabeth Mok; Professor Rudolf Wu Shiu-sun and Dr Yue
Kwok-to.
Following is a brief biography of the six new members:
Professor John Ho Wing-shing is a specialist in chemical carcinogenesis and
herbal medicine research. He is an associate professor of the Department of
Biochemistry, Chinese University of Hong Kong. Professor Ho has published a
number of research articles in herbal medicine in the treatment of liver
disorders and chemical carcinogen-induced cancer.
Mr Ronald Lau Yiu-fai is the vice president and chairman of the Hong Kong Food
Council. He is the chairperson of the Hong Kong Institute of Vocational
Education Applied Science Discipline Advisory Board and a council member of the
Hong Kong Quality Assurance Agency.
Dr Veronica Leong is the president of the Hong Kong Veterinary Association and a
diplomate of American College of Poultry Veterinarians who is knowledgeable in
avian influenza prevention and vaccination, and control of other zoonotic
diseases. She also serves in four public sector advisory boards and appeals
boards. Dr Leong is currently the technical director of Intervet (Hong Kong)
Limited.
Mrs Elizabeth Mok has extensive experience in food production safety and food
testing. She is the director of technical services of Lee Kum Kee Company
Limited.
Professor Rudolf Wu Shiu-sun is an expert in marine ecology, marine pollution,
ecotoxicology and mariculture. He is a member of the Research Grants Council and
has served on a number of working groups/expert groups of the United Nations and
the International Maritime Organisation. He also serves on the Scientific
Advisory Panel of the Environmental Agency of UK. He is the chair professor of
the Department of Biology and Chemistry, City University of Hong Kong.
Dr Yue Kwok-to was engaged in biophysics research for more than 15 years at
Emory University, Atlanta, USA, as assistant professor and subsequently as a
visiting professor at the College of Life Science, Peking University. He is a
member of the Social Welfare Department��s Vetting Committee of Partnership Fund
for the Disadvantaged; and a board member of Christian Action. He is the
director of an analytical equipment supplies company.
On the new appointments, a government spokesman said the new members had sound
experience and had taken a leading role in their respective professions.
They would contribute to the deliberations of the council by considering food
safety and environmental hygiene issues from wider perspectives and assisting
the Secretary for Health, Welfare and Food in formulating relevant policies, the
spokesman said.
The council is a non-statutory body established on April 1, 2000, to advise the
Government on food and environmental hygiene issues. Its terms of reference are

* To consider and advise the Secretary for Health, Welfare and Food on policies
relating to food safety, environmental hygiene and veterinary public health, and
to monitor their implementation;
* To advise Secretary for Health, Welfare and Food on the regulation of farms,
food premises, food hazards and food composition;
* To receive reports on the handling of major food and farm incidents; and
* To advise Secretary for Health, Welfare and Food on community education and
publicity programmes for promoting public understanding of food safety and
public responsibility for environmental hygiene.
The council comprises a chairman, 15 non-official members and four ex-officio
members. The new membership list of the council is as follows -
