Capacity Building Mileage Programme announced

The Women's Commission (WoC) announces today (February 8) details of the Capacity Building Mileage Programme (CBMP), which will be launched on March 8, 2004.
The Programme is the first large scale tailor-made learning programme with a women focus. Initiated by the Women's Commission, the Programme has been developed in partnership with the Open University of Hong Kong (OUHK) and a local radio station.
The Programme is designed to enhance women's interest in and ability to learn, develop their potential, build up their confidence to meet various challenges and to live their lives more fully.
"The Programme seeks to equip women with positive values, attitudes and mindset," said Mrs Sophie Leung, Chairperson of the Women's Commission.
"It seeks to change participants' perceptions and visuality about themselves and their environment. We wish to enhance women's inner strength and all round ability as individuals through this Programme.
"The Programme is not vocational training. It has no direct relationship with getting employment or more advanced academic learning.
"The CBMP comprises courses in different areas catering for the interests and needs of women and the contents are highly relevant to the daily lives of women. Courses include health, financial management, interpersonal relationship and communication skills, and practical issues in daily life. No academic qualification is required," she said.
The arrangements of the Programme are also innovative and unconventional. "We have adopted an open learning approach with flexible mode of learning, convenient access, optional enrolment and assessment, and accumulation of mileage (or points) for advancement to the next level," Mrs Leung explained.
"The majority of the courses will be delivered via radio broadcasting, which means that participants need not pay for listening to the Programme. No registration is required unless participants want to take an assessment and obtain "points" for their study," Mrs Leung said.
The registration fee is fairly modest, but for those who have financial difficulties, they can apply for studentship.
Women's groups and service agencies have been invited to organise supplementary learning activities, such as tutorial classes and peer group activities. Over 30 groups have agreed to organise these activities in the first semester (see Annex). More are expected to join later.
"We must stress that the CBMP is a new learning platform for us all," Mrs Leung said. "We do hope that this will be a starting point to stimulate and encourage various sectors in the community to further develop and improve this platform for the benefit of all in society."
To promote the CBMP, a series of publicity activities was launched today, including TV and radio Announcements in the Public Interest (APIs), posters, leaflets and inserts in water bills.
The CBMP receives financial support from the Lotteries Fund and will be implemented on a three-year pilot basis.
There will be three semesters each year, beginning in March, July and November. The first semester will commence on March 8, 2004, with radio broadcast from 9 pm to 10 pm, on Commercial Radio Channel I.
Participants may join the supplementary learning activities for radio courses and face-to-face courses organised by the collaborating non-governmental organisations in various districts. The respective fees are $250 and $350 for each subject. Those who have attained sufficient "points" will be awarded a "Capacity Building Mileage Programme" certificate issued by Li Ka Shing Institute of Professional and Continuing Education (LiPACE) of OUHK.
