• Non-governmental organisations receiving recurrent subvention from the Social Welfare Department
• Agency members of the Hong Kong Council of Social Service
• Post-secondary institutions registered under the laws of Hong Kong

(c) Priority areas

• Support for carers
• Support for children and adolescents with special educational needs
• Strengthening family relationship
• Support for the elderly with mental health needs
• Support for bereavement and grief management
